For schools transitioning to the DOBCEL model

When will my employment change to the Diocese of Ballarat Catholic Education Limited?

Staff employment will change to DOBCEL as of the date of effect of your individual school’s transfer. For most schools, this will be 1 January 2021.

How do I accept my employment to Diocese of Ballarat Catholic Education Limited?

By reporting for/ attending work on your first day after the date of effect of your individual school’s transfer. By attending work, you will be accepting the offer to transfer your employment to Diocese of Ballarat Catholic Education Limited. If you are unable to attend because of authorised leave, your employment will transfer to Diocese of Ballarat Catholic Education Limited on your first working day following the completion of your leave.

Has my school changed?

No. You will still be employed at your current school.

What happens to the School Advisory Council (SAC)?

In DOBCEL schools the School Advisory Council will continue to operate as outlined in the diocesan Manual and Guidelines for School Advisory Councils but will now be advisory to the principal instead of the parish priest.

The parish priest (or his delegate) will now be a member of the SAC.

Will my employment conditions change?

You will be provided with written confirmation confirming that your existing employment arrangements will continue with the Diocese of Ballarat Catholic Education Limited, and your service will not be broken by the change. All new arrangements will be in keeping with the relevant industrial agreement.

The Diocese of Ballarat Catholic Education Limited will employ all staff on the same terms and conditions as those under the Victorian Catholic Education Multi Enterprise Agreement 2018 (VCEMEA).

It is important to emphasise that except for the change of employer, all terms and conditions of your employment will remain unchanged.

Will my salary change?

You will continue to be paid your salary and applicable allowances in accordance with the VCEMEA.

What will happen to my leave entitlements?

Accrued and unused annual leave, personal/carer’s leave and long service leave will not be affected, provided you maintain continuous employment.

Whom do I contact for payroll questions?

For any questions in relation to payroll, you should continue to seek assistance from your school in the first instance.

Do I report to my principal or the Diocese of Ballarat Catholic Education Limited?

The principal will now report to the Director of Catholic Education. All other staff will report to their school’s principal.

What about our principal?

The principal will now report to the Director of Catholic Education rather than the parish priest. Otherwise, the principal’s role and responsibilities will remain essentially the same.

Principal selection will continue to be undertaken by a local panel, endorsed by the DOBCEL Board and ratified by the Bishop. It is expected that the priest or his representative will be a member of the selection panel.

Has the Independent Education Union (IEU) been consulted?

Yes. The IEU has been consulted in relation to the transfer of employment and has provided feedback during discussions regarding the transfer of employment arrangements. The IEU supports the future employment arrangements with the Diocese of Ballarat Catholic Education Limited.

Will all schools still receive support from the Catholic Education Office Ballarat (CEOB)?

Service and support from CEOB will remain the same for schools within DOBCEL and those with a different governing authority.

Will there be Administration redundancies as a result of DOBCEL centralising services?

The centralisation of some administration functions, such as payroll, will require changes in the duties of some school-based staff, but it is not intended that school-based positions become redundant. Instead, it is expected that principals will work with any affected staff to investigate alternatives including the possibility to reshape roles around duties that are commensurate with their experience, skills and salary.

It is recommended that questions be referred to your principal in the first instance. Principals should seek further advice from your school’s Education Consultant or the Director of Catholic Education.
